Why Rwanda’s Small Businesses Could Be the Next Big Digital Opportunity

Many Businesses Are Online, But Not Fully Digital
Having a WhatsApp number or social media page does not necessarily mean a business has completed its digital transformation.
Cenfri found that some Rwandan MSMEs still rely on spreadsheets, paper records and personal phones for activities such as inventory, sales, invoicing and customer communication. Some businesses also lack computers or struggle with digital skills and cybersecurity.
This creates a gap between simply being present online and using technology to make a business more efficient.
A Growing Market for Digital Tools
That gap is also an opportunity.
Businesses need affordable tools for accounting, inventory management, customer relationships, online sales, digital payments and data analysis. Cenfri’s work with Rwandan MSMEs is already exploring these areas, including websites, customer-management systems, integrated payments and better inventory tracking.
The opportunity extends to e-commerce. Rwanda’s e-commerce market was projected to generate about $374 million in 2025, with annual growth of more than 25%, according to the U.S. International Trade Administration.
As more customers discover and buy products online, businesses will need better ways to manage that demand.
The Opportunity Is Bigger Than Selling Software
The next stage of Rwanda’s digital economy may therefore depend on helping existing businesses use technology more effectively.
That creates room for local technology companies to develop affordable tools designed around the realities of Rwandan businesses, rather than expecting every small enterprise to adopt expensive or complicated systems.
For entrepreneurs, the opportunity is not only to create another digital platform. It is to solve the everyday problems that prevent small businesses from growing.
Rwanda’s next major digital opportunity may not be getting more businesses online. It may be helping the businesses already online work smarter.
