Why Rwanda is Betting $5 Billion on Small Modular Reactors

Since first announcing its partnership with the Canadian-German firm Dual Fluid Energy in September 2023, Rwanda has quietly moved from theoretical research to the brink of an energy revolution. On Tuesday, February 24, 2026, this ambition reached a critical tipping point. At a high-level industrial workshop in Kigali, the Rwanda Atomic Energy Board (RAEB) officially disclosed that the nation’s nuclear infrastructure will require a monumental $5 billion investment (approx. Rwf 7 trillion).

This announcement marks the formal start of the project’s industrial phase, shifting the focus from international labs to the Rwandan private sector to fuel the country’s Vision 2050 goals.

The Technology

The announcement confirmed that Rwanda’s nuclear strategy is built on pioneering Small Modular Reactor (SMR) technology. Unlike traditional reactors, the Dual Fluid Reactor utilizes a "Generation V" design. This technology uses two separate circulating fluids:

  • Liquid Fuel: Provides high-density energy at extreme temperatures (up to 1,000°C).
  • Lead Coolant: Acts as a heat exchanger, making the system "accident-free" by design and allowing it to utilize nuclear fuel up to 100 times more efficiently than current light-water reactors.

This demonstration plant is scheduled to be operational by late 2026, with rigorous testing continuing through 2028.

A Strategic Shift to Baseload Power

The update was led by Dr. Fidel Ndahayo, CEO of RAEB, and supported by Antoine Marie Kajangwe, Permanent Secretary in the Ministry of Trade and Industry (MINICOM). They emphasized that for Rwanda to reach its target of 5 Gigawatts of power by 2050; more than 10 times its current capacity; nuclear power is non-negotiable.

  • Energy Sovereignty: Dr. Ndahayo highlighted that nuclear energy provides the continuous power necessary to sustain steel, cement, and manufacturing sectors without the intermittency challenges of renewables like solar or hydro.
  • The SMR Advantage: These reactors require minimal land (15–50 hectares) and can be built in stages, making them a perfect fit for Rwanda’s compact geography.

The $5 billion initiative transforms nuclear energy into a catalyst for national self-reliance. To ensure this is a Rwandan-led revolution, Permanent Secretary Antoine Marie Kajangwe emphasized that local firms must immediately adopt international safety standards to integrate into the project's multi-billion dollar supply chain.

Beyond infrastructure, the mission focuses on human capital; with over 200 students currently specializing in nuclear science abroad, Rwanda is securing the expertise needed to manage this transition internally. This synergy between policy and local industry remains the project’s strategic foundation.
