Rwanda Development Board Launches Integrated Digital One Stop Centre Platform

The Rwanda Development Board has successfully launched its upgraded Business Registration System, now fully integrated with the digital One Stop Centre platform, consolidating key investor and business services into a unified digital experience.

Following a four-day system migration period from December 31, 2025, through January 4, 2026, the upgraded Business Registration System went live on January 5, marking a significant milestone in Rwanda's digital transformation agenda. The new platform consolidates business registration, building permits, and more into a single digital ecosystem accessible to both local and international investors.

Consolidating Investor Services

The digital One Stop Centre represents Rwanda's broader strategy to modernize its economy and strengthen its position as Africa's leading investment destination. According to RDB Chief Executive Officer Jean Guy Afrika, the upgrade reflects steady progress toward fully integrated digital public services. Building permits and agro-processing licenses are already available on the system, with additional services scheduled for integration in coming months.

The platform consolidates key investor and business-related services including business registration, building permits, and various sector-specific licenses into one digital experience. Users can access existing records or create new accounts through their Irembo credentials, providing seamless integration with Rwanda's existing digital government infrastructure. The system includes a comprehensive Support Centre with step-by-step service guides available in English, French, and Kinyarwanda, designed to help users complete applications with confidence.

Strategic Timing and International Recognition

The system upgrade arrives as a recent World Bank report recognized Rwanda as the most reformist investment destination, citing sustained regulatory reforms, strong institutions, and continued improvements in the ease of doing business. The timing underscores Rwanda's commitment to maintaining competitive advantages in attracting foreign direct investment and supporting domestic entrepreneurship.

RDB stated the reform is expected to strengthen investor confidence, cut administrative delays, and further enhance Rwanda's competitiveness as an investment hub. By eliminating the need to navigate multiple government agencies and disparate systems, the consolidated platform addresses a frequent pain point cited by businesses operating in emerging markets. The system's integration with Rwanda Revenue Authority services ensures businesses receive Taxpayer Identification Numbers seamlessly during the registration process, reducing bureaucratic friction.

To facilitate smooth adoption of the new system, RDB has established multiple support channels. The multilingual support infrastructure acknowledges Rwanda's linguistic diversity and its positioning as a regional business hub serving English, French, and Swahili-speaking markets. System optimization remains ongoing to ensure stability, with RDB promising further updates and service details as the rollout advances. A public awareness campaign launched in early 2026 supports broader adoption of the new system across Rwanda's business community.

The country has invested significantly in digital infrastructure and e-government services through platforms like Irembo, which already provides over 100 government services digitally.
