Rwanda Advances Centralized Data Hub to Power Digital Government

Rwanda is taking another step toward building a fully digital government with a new centralized data hub and interoperability platform. The initiative is part of ongoing efforts to improve how government systems share and use data.

The project is being implemented through the Rwanda Information Society Authority (RISA), which is leading the country’s digital transformation programs.

What the Project Involves

According to official tender documents released in April 2026, Rwanda is developing a system that will allow different government institutions to securely share data.

Key activities for the project took place in April:

• April 8–10, 2026: Site visits for interested bidders

• April 10, 2026: Pre-proposal meeting with stakeholders

• April 3, 2026: Official amendment issued to the project

The platform will act as a central data hub, connecting different public systems into one unified framework.

Why It Matters

Currently, many government systems operate separately, making it harder to share information efficiently. A centralized platform will help streamline services and reduce duplication.

This project is expected to:

• Improve service delivery for citizens

• Enable faster data exchange between institutions

• Support future technologies like AI and analytics

It also aligns with Rwanda’s broader vision of becoming a digitally-driven economy.

Building the Backbone for Digital Services

The data hub is a key part of Rwanda’s long-term digital infrastructure. By enabling systems to “talk to each other,” the government can deliver smarter and more responsive services.
