Rwanda is advancing its digital ambitions through a new framework designed to align stakeholders, coordinate investments, and achieve measurable outcomes. At a stakeholder session convened by the World Bank Group, Minister Paula Ingabire reflected on the country’s digital transformation journey, highlighting strong progress in connectivity, digital public infrastructure, digital government services, and innovation.
The Digital and AI Compact
The Digital and AI Compact serves as a shared roadmap to guide Rwanda’s next phase of digital growth. It brings together government, development partners, and private sector actors to identify priorities, discuss implementation needs, and strengthen collaboration in areas such as digital and data infrastructure, talent development, and support for locally developed solutions.
Minister Paula emphasized that while Rwanda has made significant progress, the next stage requires more targeted investment, stronger coordination, and sustained partnership across all sectors. This includes fostering local innovation, equipping the workforce with relevant digital skills, and ensuring that digital solutions address real-world challenges faced by citizens and businesses.
Stakeholder Roles and Contributions
The Compact provides opportunities for the private sector to contribute to Rwanda’s innovation ecosystem and support local solutions. Development partners are expected to play a key role in financing initiatives and providing technical expertise to achieve tangible results.
By establishing clear priorities and measurable outcomes, the Digital and AI Compact aims to create a cohesive, forward-looking approach that strengthens Rwanda’s position as a regional hub for digital innovation and ensures digital solutions benefit both businesses and citizens.
