Rwanda Establishes a National Artificial Intelligence Agency

On 8 June 2026, Rwanda's Cabinet, chaired by President Kagame Paul, approved the establishment of a National Artificial Intelligence Agency; a move that positions Rwanda as one of the first African countries to create a dedicated government body for AI development and governance.

The agency will oversee AI deployment across both public and private sectors, with a focus on government transformation, research, AI skilling, ethics, industry growth, commercialization, and global engagement. Rather than spreading AI efforts across multiple ministries, Rwanda is centralizing its approach, making it easier to coordinate implementation, attract investment, and draw top talent to the country.

This decision does not stand alone. It sits inside a broader digital transformation agenda that Rwanda has been quietly but consistently building. The same Cabinet session approved a lease of state land in Karongi district to Zipline Rwanda, the drone delivery company that has already transformed medical supply chains across the country, signaling continued investment in frontier technology infrastructure.

The timing is significant. As African economies digitize rapidly and as cybersecurity threats grow alongside that transformation having a centralized AI body means Rwanda can move faster, govern smarter, and potentially set a model for other African states to follow.

For the cybersecurity community in particular, this matters. AI is increasingly both a tool of attack and a tool of defense. A national agency with a mandate that explicitly includes ethics and governance is a step toward ensuring that Rwanda's AI future is built on a foundation that takes security seriously.
