Paula Ingabire: A Key Leader in Rwanda’s Technology Growth

Paula Ingabire is Rwanda’s Minister of Information and Communication Technology (ICT) and Innovation. She leads the country’s digital transformation efforts by building policies and initiatives that expand technology adoption and develop the local innovation ecosystem.

Early Life and Education

Paula Ingabire was born on January 24, 1983, in Kenya and raised with a strong interest in science and technology. She earned a Bachelor of Science in Computer Engineering and Information Technology from the University of Rwanda. Later, she completed a Master’s degree in Systems Design and Management at the Massachusetts Institute of Technology (MIT) in the United States.

Career Before Politics

Before entering government, Ingabire played key roles in Rwanda’s tech sector. She served as Head of the ICT in Business Development Department at the Rwanda Development Board (RDB), where she led national programmes such as eGovernment and Cyber Security. She was also the coordinator of the Kigali Innovation City Project, a flagship initiative to build a regional tech hub and attract technology companies and startups.

She also helped coordinate Smart Africa, a continental effort to connect African countries with high-speed broadband and support digital growth.

Political Leadership and National Impact

In October 2018, President Paul Kagame appointed Ingabire as Minister of ICT and Innovation. Rwanda’s cabinet became 50% women, making it one of the few gender-balanced governments in Africa.

In her ministerial role, Ingabire champions the integration of emerging technologies such as artificial intelligence (AI), blockchain, and drones into national development strategies. Under her leadership, Rwanda has developed policies to support digital literacy, ethical AI use, and inclusive growth.

She has been recognised as one of the world’s leading digital government figures; featured among the Top 20 of the World’s 100 Most Influential People in Digital Government and named a Young Global Leader by the World Economic Forum. She serves on global advisory boards including the World Economic Forum’s Board of Trustees.
