Mission / Core Purpose of the Job

The Chief Technology Officer (CTO) will provide leadership in network strategy—including Planning, Operations & Managed Services, IP Networks, Network Performance, and SLAs— ensuring alignment with MTN Rwanda’s business objectives. The role focuses on driving the effective deployment, performance, and vendor management required to meet the telecommunications needs of both subscribers and business operations across voice, data, 4G, and emerging services.

Key Performance Areas

Develop and execute MTN Rwanda’s technology strategy aligned with overall business goals.
Lead the planning, deployment, and optimization of network infrastructure for capacity, coverage, and quality.
Manage vendor relationships, enforce SLAs, and ensure value-driven contract negotiations.
Ensure technology governance aligns with medium- to long-term business needs.
Drive modernization initiatives including 5G readiness, cloud adoption, and automation.
Implement change and incident management processes for Class A systems.
Monitor industry trends and integrate emerging technologies to maintain a competitive edge.
Develop strategies to optimize resources, reduce costs, and maximize ROI.
Provide data-driven insights to identify gaps and implement best practices across the network function.
Lead and inspire technology teams through people management, career development, and performance evaluation.
Ensure business continuity, technical risk management, and compliance with MTN’s operational standards.

Job Requirements (Education, Experience & Competencies)

Education

Bachelor’s degree in Electronic Engineering or Telecommunications.
Postgraduate qualification preferred.
Specialist or professional certifications are an added advantage.

Experience

Minimum of 12 years relevant experience, including:

8 years at a Senior Managerial level.
5 years at a Strategic Management level within a multinational environment.

Proven success in end-to-end change management and technology leadership.
