Background

Enabel in Rwanda implements third-party funded projects in Health, Agriculture, Urbanisation, and Forestry. The TRIBE Hub project aims to enhance public health systems by strengthening the institutional and digital capabilities of the Rwanda Biomedical Center (RBC) / National Public Health Institute (NPHI).

The project focuses on two key objectives: improving public health functions and boosting digital health, data, and analytics capacity. Through this initiative, Rwanda aims to create secure, scalable, and efficient national digital health systems that support evidence-driven decision-making.

To accelerate digital transformation, Enabel is deploying a DevOps Engineer to support the Ministry of Health Digitalization Unit in system development, automation, infrastructure optimization, and capacity building.

Function

The DevOps Engineer will work under the Project Manager of TRIBE Hub and closely collaborate with the Chief Digital Officer of the Ministry of Health. The role requires advanced technical expertise, structured problem-solving, and the ability to work in a dynamic environment supporting national-scale digital health platforms.

Key Responsibilities

Design, implement, and manage CI/CD pipelines for health applications and platforms.
Ensure high availability, scalability, and security of digital health systems and their integrations.
Collaborate with developers, architects, and infrastructure teams to streamline deployments.
Manage cloud and on-prem environments, monitoring, performance tuning, and cost optimization.
Implement Infrastructure as Code (IaC) for automation, scaling, and disaster recovery.
Establish monitoring, logging, and alerting systems for operational reliability.
Conduct system audits, security checks, and vulnerability assessments.
Maintain technical documentation, deployment guides, and operational runbooks.
Support agile teams in prototyping and testing digital health solutions.
Lead business continuity and disaster recovery strategies for key health IT systems.
Train Ministry staff on DevOps, cloud management, and operational best practices.
Coordinate with government agencies, partners, and donors to ensure alignment in digital health efforts.

Profile

Required Qualifications & Experience

Rwandan citizen.
Master’s degree in Computer Science, Software Engineering, IT, or related field.
Minimum 5 years of experience in DevOps, cloud infrastructure, or system administration.
Hands-on experience with CI/CD tools (Jenkins, GitLab CI, GitHub Actions, Azure DevOps).
Cloud expertise (AWS, Azure, or GCP) and on-prem infrastructure management.
Containerization and orchestration (Docker, Kubernetes).
Infrastructure as Code (Terraform, Ansible, or similar).
Linux/Unix administration, scripting (Python/Bash).
Relevant cloud or DevOps certifications.

Preferred

Experience in healthcare, government, or regulated IT environments.
Background in health information systems or health informatics.

Technical Skills

Monitoring & logging (Prometheus, Grafana, ELK Stack).
Network configuration & security best practices.
Database management, backup, and disaster recovery.
Performance tuning and infrastructure optimization.
Security scanning, risk assessment, and compliance.
Understanding HL7 FHIR and other health data standards.

Professional Skills

Strong communication in English and French (Kinyarwanda is a plus).
Analytical thinking and strong problem-solving ability.
Experience working with agile teams.
Ability to mentor technical teams and collaborate with non-technical stakeholders.
